It’s basically signing up to pay off the mobile as well as a SIM to go with it. The second obvious point is a SIM-only contract is going to be cheaper. You’re paying for the minutes, texts and data each month on either a rolling basis or a fixed-term contract. Flexibility
Signing up to a handset means you’ve signed up to a longer period of time which you will need to honour. It’s not that much of an issue, with newer devices especially, as the handset lifespan will far outstretch the term you’ve agreed to.
